Meet our Board of Officers

  • Luis Colon

    President

    Inspector Luis A. Colon is a 31-year veteran of the NYPD in October 1990, who began his career on patrol in the 40th Precinct. He is the Commanding Officer of Housing Borough Bronx/Queens and has also commanded Transit Borough Bronx/Queens Task Force, and Transit District 11. Inspector Colon has served as the Executive Officer of Transit Boro Bronx/Queens and Housing Borough Bronx/Queens. Throughout his career, he also served in Police Service Areas 6 and 7, the Housing Bureau, Transit Borough Brooklyn, the Transit Borough Bronx/Queens Task Force, and the Special Victims Division. Inspector Colon earned a Master of Professional Studies from St. John’s University and a Bachelor’s degree from the City University of New York; and is a graduate of the Police Management Institute at Columbia University.

  • Patrick Malarkey

    First Vice President

    Patrick J. Malarkey is a 25-year veteran of the NYPD and the current Commanding Officer of the Department’s Information Technology Bureau Services Division and the Fiscal Affairs Division. He oversees the budgeting, procurement, payments, and planning for Information Technology and the development of new applications and systems, focusing on customer service and success.

    In his prior assignments, he was designated as Executive Officer of the 122nd Precinct and served in the 78th, 108th, 114th, and 122nd Precincts, the Brooklyn Court Section, the Criminal Justice Bureau, Patrol Borough Staten Island Investigations Unit, Deputy Commissioner, Counterterrorism, and Facilities Management Division. Captain Malarkey holds a Bachelor of Science degree from the New York Institute of Technology.

    He was recently honored for his 25 years of service with the Department and 25 years of perfect attendance.

  • Anthony Gazis

    Second Vice President

    Inspector Anthony S. Gazis is a 30-year veteran of the NYPD, who began his career with the New York Housing Police Department. He is the Commanding Officer of the Medical Division, and has also commanded the Information Technology Services Division, and served as Executive Officer of the 109th Precinct. Throughout his NYPD career, Inspector Gazis has also served in the 109th and 110th Precincts, Police Service Areas 3 and 4, the Brooklyn North Narcotics District, the Information Technology Services Division, Patrol Borough Queens North, and the Internal Affairs Bureau. Inspector Gazis earned a Master of Public Administration from Marist College and a Bachelor of Technology degree from the City University of New York.

  • Lauren Foster

    3rd Vice President

    Lauren E. Foster is a dedicated law enforcement leader with over 17 years of experience. Captain Foster began her law enforcement career in August 2004 as an intern with the NYPD Legal Bureau’s Civil Enforcement Unit. In January 2006, she entered the New York City Police Academy, graduating in the top 10% of her class. She has served in the NYPD’s Patrol, Transit, Legal, Detective, and Internal Affairs Bureaus and the Offices of the Chief of Department and Crime Control Strategies.

    Captain Foster has served the NYPD in many diverse roles, including representing the City in nuisance abatement and civil asset forfeiture litigation, spearheading the rollout of the NYC Ceasefire initiative, Operations Coordinator for the Deputy Commissioner of Internal Affairs, Squad Commander for the Brooklyn Child Abuse Squad, Executive Officer of Transit District 3, and Executive Officer of Crime Control Strategies. As Executive Officer of Crime Control Strategies, she has worked on projects including the Summer Violence Reduction plan, retail theft initiatives, and the civilian Crime Analyst program.

    Captain Foster holds a Bachelor of Science degree from Fordham University, a Juris Doctor from Brooklyn Law School, and a Master’s in Public Administration from the Harvard Kennedy School. She is admitted to the New York State Bar. She has professional certifications from Cornell University (Financial Success for Nonprofits), Harvard University (National Preparedness Leadership Initiative), and the International Association of Chiefs of Police (Women’s Leadership Institute).
